Paganello 22: Zoo Paga
5-9 April 2012
22nd edition
RULES AND FORMAT OF THE TOURNAMENT
We will play with the BULA rules
(the differences concern the half time and end of the games, see below)
Each team will be given a rules booklet.
table of contents
1) “Paga-rules”
2) important rules to keep in mind
3) format
1) “PAGA-RULES”
1.1: time: a jingle will inform teams when time is over.
The time is over:
-after 35 minutes for all games except finals)
-after 40 minutes
for finals (except 1st place)
-after 50 minutes for 1st place finals (in this case only: half time at 8, during which time is stopped – a different time limit or different final score can be set by the captains in agreement with Paganello’s director.
1.2 “Paga-cap” and end of the game
1.2.1 “Paga-cap”: when time is over, the point must be finished. If the time finishes between two points (i.e. when the teams are on the lines or are lining up), the point to be finished is the one still to be played.
In other words, as soon as a point is scored (or, in the case of a discussion, acknowledged), the next point begins: walking back, making substitutions and lining up are all part of the next point. When this point is scored, the cap begins.
1.2.2 end of the game: if a team reaches 15 points with a lead of at least 2 points before the cap begins, the game is over (i.e. in this case, the cap is not played).
Otherwise, after the last point is finished, the score to reach to win the game is determined by summing two points to the current leading team’s score, no matter what the point gap between teams is. This rule overwrites what stated in the rules booklet about when the game ends.
E.g.: (after the time is over and the point is finished)
the score is:
15-10: game is over
15-14: game to 17
15-15: game to 17
11-3: game to 13
10-8: game is to 12
7-7: game to 9
14-7: game to 16
1.3 time-outs: one time out per team.
If a player attempts to call a time-out and his/her team has no time-outs, it is not a turnover: two seconds are added to the stall count instead.
Time-outs can be taken in any part of the game including that between the end of the time and the end of the current point (i.e. the beginning of the cap)
. Each team can take 1 time-out in the cap (whether it has been taken in the regular time or not).
1.4 teams showing up late: if a team is late, every minute after the start of the game a point is assigned to the team ready to play. After the 10th minute, a forfeit is declared and the team ready to play wins the game by 10-0
appendix – tie breakers for round robins
Rule 1. a given tie-breaker rule applies equally to all the teams that are tied.
Rule 1a. if, after the application of a given rule, all of the teams are still tied, go to the next rule.
Rule 1b. if not all teams, but one or more subgroups of the teams are tied, separate these teams into groups and go back to rule 2 with each of the groups individually.
Rule 2. won-loss records, counting only games between the teams that are tied. When only two teams are involved, this rule is commonly called “head-to-head”.
Rule 3. point differentials, counting only games between the teams that are tied.
Rule 4. point differentials, counting games against all common opponents.
Rule 5. points scored, counting only games among the teams that are tied.
Rule 6. points scored, counting games against all common opponents.
Rule 7. first team who finds water digging in the sand (seriously: draw).
2. IMPORTANT RULES
2.1 recently (2009) approved WFDF rules
2.1.1 marking infractions don’t stop play: after a second infraction, the marker resets the count to 0 and continues.
2.1.2 play doesn’t stop for a travel where the thrower hasn’t thrown the disc, the stall halts and the thrower goes back to the correct pivot point as indicated by the defense.
2.1.3 calling a time-out when you don’t have any left is not a turnover: add 2 to the stall count instead.
2.1.4 players may ask non-players for their perspective on a call.
2.1.5 there is a new infraction called “contact” for when the marker touches the thrower or the disc but not in the act of throwing
this should not be treated as a foul as it is not affecting possession, but treated as a marking infraction.
2.1.6 if a call during or after the throwing motion did not affect possession, then it should be ignored.
for example, if a thrower is fouled in the act of throwing, but the disc flies perfectly
to the receiver who then drops it on their chest, the turnover should stand.
2.1.7 in order to throw after landing but before establishing a pivot, a thrower must maintain contact with the ground throughout the throwing motion.
2.1.8 pick rule (reference on 5 meters is replaced by “closely covering”): if a defensive player is closely covering an offensive player and they are prevented from moving towards/with that player by another player, that defensive player may call “pick”.
2.2 continuation rule:
the “old” UPA rule does not apply
since BULA (Beach Ultimate Lovers Association) has recently totally adopted the WFDF rules (the two sets are the same except for an addendum to distinguish the few Beach relevant changes), like last years and on the contrary of what done until Paganello 2008, we will not use the UPA continuation rule
2.2.1. section of the WFDF/BULA rules concerning this subject
16. Continuation after a Foul or Violation Call
16.1. Whenever a foul or violation call is made, play stops immediately and no turn over is possible.
16.1.1. However, if the foul or violation is called:
16.1.1.1. against the thrower and the thrower subsequently attempts a pass, or
16.1.1.2. when the thrower is in the act of throwing, or
16.1.1.3. when the disc is in the air,
then play continues until possession has been established.16.1.2. Once possession has been established:
16.1.2.1. If the team that called the foul or violation gains or retains possession as a result of the pass, play shall continue. Players recognizing this should call “Play on” immediately to
indicate that this rule has been invoked.16.1.2.2. If the team that called the foul or violation does not gain or retain possession as a result of the pass, play shall be stopped.
16.1.2.2.1. If the team that called the foul or violation believes that possession has been affected by the foul or violation, the disc will be returned to the thrower for a check (unless the specific rule says otherwise).
16.1.2.2.2. If the team that called the foul or violation believes that possession has not been affected by the foul or violation, the play stands, they make up any positional disadvantage caused
by the foul or violation, and restart play with a check.

Teams progressing to middle pools still retain the chance to place in the 5th position (see below)
-second round: 2 Top and 2 Middle pools of 4 teams each (2 games, as one has already been played in the first round) and 2 Bottom Pools of 6 teams each (3 games, as two have already been played in the first round)
-at the end of the second round, 2 extra “recovery games” are played: the last team of each top pool (2 teams) plays the first of each bottom pool (2 teams): the winners play the semis for 5/8 places, the losers the semis for 9/12 places.
-the rest of the teams in top and middle pools form a semis grid according to second round standings: crossed semis for 1/4,13/16 places
–the teams in the bottom pools play the finals for 17/28 places with the team placed in the same position in the other bottom pool.
3.2 women’s division

-second round: 2 round-robin pools (1 Top and 1 Bottom) of 6 teams: each team plays 3 second-round games (two have already been played in the first round)
